Claire J. Buffington
Founder & Principal

The principal of RDx Advisory Group is Claire J. Buffington — a Marine Corps intelligence officer and senior federal executive with twenty-five years across the Department of Defense, the Intelligence Community, Capitol Hill, and the defense-tech sector.

Twenty years in uniform with the United States Marine Corps — prior enlisted, commissioned as an intelligence officer, retired as Major. Operational and staff assignments included CI/HUMINT Company XO, All-Source Intelligence Platoon Commander, Wing Aviation Intelligence Officer, and Congressional Liaison to the Hill on behalf of the Marine Corps — engaging Members of Congress and senior staff on defense priorities, resource allocation, and national security legislation.

Seven years as a sworn federal law enforcement officer and intelligence specialist with the U.S. Capitol Police — protective missions for Members of Congress, threat intelligence for National Security Special Events including Presidential Inaugurations and State of the Union addresses, and continuity-of-government planning alongside interagency partners.

Nearly a decade at the Office of the Director of National Intelligence, including Chief of Staff for Continuity and Critical Operations — coordinating policy and operations across the seventeen agencies of the Intelligence Community, DOD, FEMA, and DHS. Earlier as Chief Strategic Planner at the National Counterterrorism Center, authoring the National Strategy to Combat Terrorist Travel with analytical briefs delivered to National Security Council leadership.

Direct experience inside a defense-tech startup — building the firm's federal pipeline from the ground up: active pilots and engagements across Army PEOs, the Air Force, SOCOM, DIU, and DHS, with capture strategy across OTA, CSO, SBIR/STTR, and IDIQ pathways. The work RDx does for clients is the work the principal has personally done as an operator inside a venture-backed defense company.

Most advisors in the federal market are a fragment of one of those institutions. A Hill staffer with a Rolodex. An acquisition officer with a network. A retired flag officer renting a name to a consultancy. RDx is the composite — and the operator.

IIApproach

What we are. What we are not.

01

The composite view

We are not a Hill staffer with a Rolodex. We are not an acquisition officer who has never sat in a hearing. We are not a flag officer who has never written a markup.
The senior level. All three institutions.
02

We do the work

We do not introduce you to a junior associate. We do not sell warm intros and disappear. We do not bill for meetings we did not attend.
Every engagement is led by the principal. The work is the work.
03

Selective by design

We are not a big-firm engagement. We are not a body shop. We are not staffed to fill seats on a roster — we are staffed to win contracts.
A small number of clients per year. By referral.
IIIPractice Areas

Three practice areas.
One operator.

01
Federal market entry & opportunity development
For defense and dual-use companies entering the federal market: opportunity identification, competitive landscaping, capture strategy, and pipeline construction. Built from the buyer's perspective — because we have been the buyer, the appropriator, and the writer of the report language behind the requirement.
Market intel Capture Pipeline Win strategy
02
Defense funding pathway strategy
Navigating the modern defense funding architecture: SBIR / STRATFI / TACFI, OTA, MTA, CSO, DIU, AFWERX, SOFWERX, APFIT, and the path from prototype to program of record. The hardest part isn't knowing the vehicles exist — it's knowing which one fits your capability, your customer, and your fiscal year.

03
Fractional Chief of Staff
For founder-led companies standing up a federal practice or scaling through a critical quarter: a senior operator inside your leadership team, on a fractional basis. Decision architecture, hiring, board prep, government relations posture, and the unglamorous discipline of getting from Series A to Series B without losing the thread.

Engagements are scoped individually and bound by quarter or by program. RDx maintains a deliberately limited client roster — the work is the principal's, end to end.
